Israel Labels Prosthetic Limbs 'Dual-Use Weapons' to Block Gaza Entry

Israel’s Ministry of Defense and COGAT (Coordination of Government Activities in the Territories) have added carbon fiber and specialized resins—the primary components of modern prosthetic limbs—to their list of 'dual-use' items. Under this classification, these materials are treated as potential weapon components rather than medical necessities. The result is a near-total block on the entry of artificial limbs into Gaza at the Kerem Shalom and Rafah crossings, even as the World Health Organization and Red Crescent attempt to deliver life-altering medical aid.

The human cost is precise and staggering. Since October 2023, UNICEF reports that more than 1,000 children in Gaza have lost one or both legs. Many of these surgeries were performed without anesthesia due to parallel blockades on medical supplies. While these children wait for mobility, the munitions that caused their injuries continue to flow. U.S. military aid to Israel, which includes an annual $3.8 billion and a 2024 supplemental package of $14 billion, directly funds the acquisition of GBU-series bombs and Hellfire missiles manufactured by defense giants like Lockheed Martin and Raytheon.

This system creates a closed-loop economy of destruction. U.S. taxpayer dollars fund the weapons that necessitate amputations, while U.S. diplomatic cover allows Israel to maintain a 'dual-use' list that exceeds international standards established by the 2008 Wassenaar Arrangement. By labeling carbon fiber as a security threat, the Israeli military apparatus ensures that the demographic impact of the conflict—thousands of permanently disabled civilians—becomes a long-term economic and social burden on Palestinian society.

Mainstream reporting often attributes the lack of medical supplies to generic 'logistical bottlenecks' or the 'fog of war.' However, internal records and reports from investigative journalist Nora Barrows-Friedman show a deliberate policy of classification. Under the U.S. Leahy Laws, military aid should be suspended to any foreign unit that consistently blocks humanitarian assistance. To date, Secretary of Defense Lloyd Austin and the Biden administration have declined to trigger these provisions, despite mounting evidence from aid agencies that prosthetic components are being systematically turned back.

For the ordinary person, this policy represents a total breakdown of humanitarian law. U.S. citizens are currently subsidizing both the manufacture of the weapons causing mass limb loss and the political infrastructure that prevents the victims from walking again. For Gazans, the classification of a prosthetic leg as a weapon means that a survivable injury is transformed into a permanent sentence of immobility.
