United Democracy Project is the super PAC arm of AIPAC, registered with the FEC in December 2021 to handle unlimited independent expenditures in federal races. UDP became the most expensive single-issue super PAC in House primary history when it spent $14.5 million to defeat Rep. Jamaal Bowman in NY-16 in 2024 and another $8.6 million to defeat Rep. Cori Bush in MO-01. Its 2026 ad buys regularly route through generic-named shell PACs that obscure the AIPAC connection in mailers.

United Democracy Project is a federal super PAC created by AIPAC in late 2021 to run independent expenditures — primarily attack ads — in Democratic House primaries. Because it is a super PAC, UDP can accept unlimited contributions from individuals and corporations and spend unlimited amounts, as long as it does not coordinate directly with candidates' campaigns.

Through the 2024 and 2026 cycles UDP has reported more than $100 million in independent expenditures, making it one of the most active super PACs in primary races. Its single largest reported buy was the $15.5 million spent against Rep. Thomas Massie in KY-04 in 2026 — the most expensive House primary intervention in US history.
