NORPAC
Pro-Israel foreign policy (bundling)
The operation.
NORPAC is a New Jersey-based bipartisan pro-Israel PAC founded in 1992 and one of the oldest in the pro-Israel network. It is primarily a bundling operation — its members host candidates at fundraisers and aggregate individual contributions — rather than a direct independent-expenditure vehicle. NORPAC's annual Washington "mission" brings thousands of activists to lobby Congress on Israel-related legislation.

Questions about NORPAC.
What does NORPAC do?
NORPAC is a multi-candidate PAC that bundles individual contributions to candidates who support a strong US-Israel relationship. It does not run independent expenditures of its own — instead it raises money through member events and writes checks to candidate campaign committees within FEC contribution limits.
Where is NORPAC based?
NORPAC is headquartered in Englewood, New Jersey, and draws most of its donor and activist base from the New York / New Jersey metropolitan area. Its president is Dr. Ben Chouake.
How does NORPAC compare to AIPAC?
NORPAC is much smaller than AIPAC — it raises in the low millions per cycle versus AIPAC PAC and UDP's tens of millions. It also operates differently: it is a bundling PAC, not an independent-expenditure super PAC, so it cannot fund attack ads or primary challenges.
