01 · What they do

The operation.

Majority Forward is the 501(c)(4) dark-money affiliate of Senate Majority PAC, founded in 2015. Because it is organized as a social welfare group rather than a PAC, Majority Forward is not required to disclose its donors. It transfers tens of millions of dollars each cycle into Senate Majority PAC, effectively laundering the original source of those contributions. It is the largest Democratic-aligned dark-money group.

Questions about Majority Forward.

What is Majority Forward?

Majority Forward is a 501(c)(4) social welfare organization founded in 2015 as the dark-money affiliate of Senate Majority PAC. Because of its 501(c)(4) status, it is not required to disclose its donors to the FEC or the IRS, even though it transfers tens of millions per cycle into the disclosing super PAC.

How does the Majority Forward / Senate Majority PAC structure work?

Donors who want anonymity contribute to Majority Forward instead of directly to Senate Majority PAC. Majority Forward then transfers the money to SMP as a single lump-sum contribution. The FEC sees only the transfer from Majority Forward, not the original donors. This is a common dark-money laundering structure used by both parties.

Is Majority Forward legal?

Yes. The structure is legal under current IRS and FEC interpretations of the 501(c)(4) social welfare designation, even though Democrats — including Senate Majority Leader Chuck Schumer, whose caucus benefits from Majority Forward — have publicly called for stricter disclosure laws.
